no it's a plastic piece that goes around the lock usually. The other side is a solid color (no keyhole).
So I'm thinking that in countries where the driver side is on the right, the passenger side should have a solid color plastic piece. which would cover the keyhole...

I dont think you would want to cover it, wouldn't satisfied you would it? The new IS has a chance of its battery going dead and when that happens you wouldn't want to take the time to remove the "plastic cover" before using the key to open the doors.

+1 on this. While my battery has been fine, I've been caught in a situation twice where my car keeps beeping but wouldn't unlock. I had to get the key out in those cases.
