the IS250/350 doesn't come with a CF roof ... only the upcoming RC-F has a factory CF roof option. As someone else said - I HIGHLY doubt the dealer would CUT out your roof and put in carbon fiber.
You might wanna call lexus customer service and get your money back if possible. You got scammed ...

that doesn't look like clearcoated CF which would look like glass actually. And no one in their right mind would put real cf cloth on a factory roof just for the look because that's a LOT of work. If you insist it's real cf, please take pics of it upclose to see the weave...It's definitely not a whole cf roof, and if it is real cf, then it's just an overlay.

Yea this is def. a glossy carbon fiber vinyl. I highly doubt its actual cf. And if they charged you 600 for that you got seriously taken advantage of as JM Lexus here in south florida charges around 275-300 for a roof wrap. With other local shops that are good Vinyl installers anywhere from 200-250.

To the OP, if I were you, I would find the edge of the Vynil take pics or the take it back to the dealership and DEMAND your 600 bucks back. CF roofs were definitely not an option from Lexus.
The car could have been a Lease return. I have a few friends who leased/financed an IS250, did a few things like that in the first few days and then realized they really wanted a 350 not a 250 and returned it with in the 30 days grace period that dealerships offer only putting like less than 500 miles on it. Maybe even less than 100 for some. (that IF YOUR NOT HAPPY, YOU HAVE 30DAYS TO RETURN). Either way you should have been charged LESS than MSRP for a used car, not new

I think what he meant was that dealerships can still sell it as new if it's returned within 30 days. Shady, but who would know...Stores do that all the time with their products, so why can't dealerships. You, as a customer, always have the right to scrutinize your purchase and demand 100% brand new. From what I heard, if a car is over 40k, it cannot be returned. Might be bs, but I tried that with my 335i the next day when I traded my 2IS and they wouldn't take it, even for a fee.
