The RV is usually set by Lexus, not the dealer. But, I was able to get mine set at 74%.
Here is a rough breakdown on how to figure out a full lease, providing you have all the needed numbers. These numbers are just an example. You will have to figure out whatever your local sales tax is, use that on the actual total price, after deleting the RV and calculate that across the 36 months of the lease for yours. Just take whatever your numbers are, and substitute them into the equation.

MSRP = $25,000
Negotiated cost = $23,500
Lease term = 24 months
Trade in or cash down = $5000
Money factor = 0.00112
Residual value = 50%

To find residual value: .50 x $25,000 = $12,500
To find cap cost: $23,000 - $5,000 = $18,500

Calculations (substitution):
Depreciation fee = ($18,500 - $12,500) / 24 = $250
Finance fee = ($18,500 + $12,500) x 0.00112 = $34.72
Monthly lease payment = $250.00 + $34.72 = $284.72

To convert interest rates to money factors, divide the interest rate by 2,400. To convert money factors to interest rates, multiply by 2,400. Good luck!

I applaud your efforts on coming here to learn. Better now , than in the showroom. Dealers love leasing because they can bury costs and info from the buyer, and get people to lease based on monthly and down payments. This is NOT the way to do it unless you like giving your money away. Always learn invoice of the car and bargain up or down off of that. Never talk MSRP.
Also ask and learn what incentives and regional lease programs Lexus (the factory, not the dealership) are currently offered in your region. Be very cautious on this topic. More often than not, a dealership will not mention there's a factory rebate or lease program, but then say he's discounting the car for that same amount. When in reality, it's a discount the factory gives to everyone to be used ONTOP of any bargaining. This in essence, allows a dealership to sell a car at full price, while giving the impression they bargained and cut some off the top. In all my years of monitoring car sales, this is the most common scam played on the average, uneducated customer. All dealer bargaining should be ONTOP of those incentives/rebates, so know what programs are in effect at the time for your area.
When I leased my 2008 IS, I learn all the above info online at Edmunds.com. There was also a forum in there listing out what others paid in my area for their lease. I used that as my target, emailed all local dealers, and got under invoice for the exact car I wanted.

RF should be 65% for 36 month lease with 10K miles a year. They should not have told you 60%. Using 60% adds dollars to your lease payment. Unless Lexus changed their RF very recently it should be 65%or close to that for the terms of the lease you mentioned.
When the dealer tells you a MF of say .0015 for example, multiply that # by 2400 to get the interest rate. In this case its 3.6 %. that actually wouldn't be too bad but you may get better by talking to them. Its hard to do but don't look to excited about maybe getting this car either. they will sense that in a heartbeat. Bring a calculator with you to figure things out. At that point they will think you may know something about leasing and starts to take their advantage away.

How do you get a 250 up to 44,500? Is that with tax and fees included?

Actually, residuals are not negotiable, they are set by the leasing company. HOWEVER, they do change month to month. The good thing about BMWs is that I could always find this info really quickly because they give you the residual in their monthly ads (Lexus doesn't). I'm looking to lease an IS next month so I've been reading up on Lexus leases for a little while now...but I'm going to have to find out the residual and money factor for next month somehow.

Anyways, if you are comfortable with the numbers I gave you, why not give it a shot. If my numbers are wrong, I do apologize, but I'm pretty sure I'm correct, for this month at lease. Find out which dealer in your area moves the most cars and fax it over to the sales manager. Honestly, DO NOT walk into a dealership ever again and sit down and ask for a lease quote (unless doing so to find out the money factor and residual ). They will hose you. Test drive at a dealership and tell them you will get back to them. Then come online and find out all the numbers and send out quotes. NEVER EVER deal in monthly payments, NEVER.
