Fog Lights

Hi!
I went to clean the fog lights, and noticed the dark gray plastic piece that surrounds the fog lights are slightly loose and have a bit of play. Is this normal?
Car is a 2011 IS 250.

That means theyre not snapped into the bumper all the way.

The brackets suck btw. But if they are completely snapped in, theres little play at all
