No need to cut off the cats. Cut off the resonator, and weld the cutout in its place. This allows you to us the mufflers when the valve is closed and bypass them when the valve is open. From what I understand, a resonator delete will still pass smog.

Problem is bro my cats are going bad so I just wanna take em out and how much does it cost?

Ohh, that's an interesting scenario then. If you decide on a cutout, post an update on where you have it placed and I wana hear both closed and open!
The cutout itself costs anywhere from $100-250, having the cats/resonators cut will range from $50-100. Prices obviously vary depending on where you go

It honestly just depends on how much piping you need too. I would recommend getting a quote from an exhaust shop. You can honestly put the cutout wherever you want it.
