Can a midpipe from a 3rd Gen 350 fit a 2nd Gen 350?

Unfortunately not, the undercarriage for the 3IS allows for the midpipe to be two pieces completely to the rear axle whereas the 2IS undercharriage starts as two and then meets as one at the resonator before the rear axle.
