Why do some people buy the IS250 for modification instead of IS350 or IS-F?

This was one of my main issues about owning a 2is at all in the first place. I see them EVERYWHERE, but luckily like you said at least 70% are 250's. As for the other 30% I do my best to stand out from them by doing little exterior mods from time to time. As far as I know I'm the only Black Plate IS350 in Modesto. My brother is the only black plate 250 I'm also the only one with a Tsudo

To chime in on the MPG reports:
I have an 08 IS350 w/ 110,000 miles. Went on a trip from STL to KC (250 miles) this last summer and got just a hair over 30 mpg as listed on my "Tank Average". Thinking this was too high (more downhill than up hill possibly?) I filled up my gas tank before leaving KC to test again on the trip back to STL. This time I got around 29 mpg. This was all while going 70-75mpg. I was very happy to see this. No, I did not double check with gallons and odometer, but I have on other occasions and it has been pretty accurate. My normal avg of City+Highway is around 23-24mpg.
I do have to point out that the previous owners always took the car in for its scheduled maintenance like clockwork. So I assume that had to help.

MPG and price
Not everyone buy the fastest car and drive the fastest they can every time they get behind the wheel.
I got the 250 for my wife, who has a 2 hr commute. 250 is just the right car with some luxury (nice leather seat!) and still good fuel economy. Back in 2007 we got a 2008 custom ordered with the right ext / int color for 33k before tax title license, I'd not get anywhere close with a 350. She also gets 28mpg without trying and I got 31mpg during long trip when I try to hyper mile, 350 will not be anywhere close to this mpg.
Yes, we had the carbon problem and the engine was rebuild at 87kM this year. We will keep the car and when the time comes I'll open up the intake manifold and scrap the intake valve with a wire brush, or walnut shell that thing. Heck, even if you ask someone to do it for $600 at year 16 and 160k miles, you are still ahead of buying a 350 up front just to avoid this issue.

For the same reason some people buy a six cylinder Mustang vs the full out V8 thrasher. The IS250 is a commuter and provides the necessary "image" and "status". You want to be seen driving a Lexus and it doesn't matter if a Bimmer, Infiniti G or a guy with pop can exhaust pipes blasts by you. You got a Lexus.

Sarcasm or full of ****?
Regarding the original question posed by the OP, I'm sure the reasons people buy different cars are as varied as those people themselves. No doubt about the fact that there are plenty of 250's out there.
