My HID fogs are going bad and mite just get a new conversion kit. I got a no name brand from modexpress years ago and i don't think it had a relay. Is the relay necessary?

I'd recommend getting a wiring harness specifically for the HID fogs. In doing so, the wiring harness will have a relay AND an in-line fuse. Last one I purchased on ebay for $10.

Not necessary I been using the same hid kit on my fog for the past 5 years without relay harness. Still perfectly fine

Relays are used to enable a low amperage circuit to switch on or off a higher amperage circuit, like turning on your headlights.* If you are connecting your foglight to the foglight circuit/switch you might exceed the amperage rating of the switch, melt wires, and risk an electrical fire.
You should be OK if the HID setup doesn't draw a lot of current during startup. However, why risk it if the relays are so cheap.
