I haven't done the ELF recall yet. At the same time, my IS is due for smog check.

1. If I did smog check first will DMV issue 2016 registration?
2) DMW will need smog certificate and ELF recall certificate (by Lexus) before DMV can issue new registration.

Any feedback is much appreciated.
