If you only checked the fuses, then the next step is to check the bulbs themselves. There is a DIY thread illustrating the process to getting to them.
Now if the bulbs are bad, then it could be a relay issue (ones in concern would be the ones dealing with the high beams as the fogs go off when the high beams are engaged).

after i plugged them in they wouldn't turn on when i plugged the regular bulbs back in .... I checked both fuse boxes under the hood and the passenger side .... are the fogs on the driver side .... is there another fuse box there?

Did you check the fuse under the hood? I believe there are multiple fuses to check and I would bet money that a blown fuse is your issue. Unlikely that both bulbs went at the same time.
When I put in HID fog lights, one of the ballasts went bad and would blow fuses the second I installed them. I believe the fuse was under the hood.
