first time heard about Lexus 350 or 300 engine problem.....don't swap........make a computer check.... check for errors and codes and what the ECU is reading .............lose of power means some thing give the ECU wrong reading.
From the sound it's looks like the cam-positioner sonser......timing issue......the ECU drop the timing and make it running rich .
also the catalyst converter might be plugged with carbon and it did the same problem too.....remove the catalyst converter and run the engine with open exhaust....don't go on roads and get violation ......don't forget to plug your ears ...and see what happen...the engine seems good to me only simple thing .
make an ECU scan by dealer tuner and it will tell you everything about it

^Honestly, you need to take embolism's advice and still think about visting a Lexus dealership. The IS350 has had two engine-related recalls that COULD cause your problem :
1)Valve spring recall - from what I remember the springs could fatigue and break, causing you to drop a valve and lose compression in that cylinder and create quite the noise
2)VVT cam gear recall - recent recall where bolts in the cam gear can back out over time and could be what you're hearing rattling around behind the timing cover. That loose bolt will cause havok to the timing of the vehicle and cause devitation on the motor
What is your VIN code so I can help you pull your previous Lexus service history?

Id go with getting a second opinion. To throw a few parts at it and say you need an engine with little backing it doesnt seem right. What kind of codes are coming up with this issue?

I'm seeing right away that the valve spring recall was performed at 54k miles and that the cam gear recall was NOT mentioned. Reason being the cam gear recall has only been in existence for about the past year or so. Other than that, looks like the car had a pretty good maintenance history...that is, until it blew up. LOL!

Heyarms, sadly I blew my engine on my car out of nowhere the car is not drivable rattles no power coming out of it shuts off while driving mechanic said it's timing problem after changing some sensors had a cylinder misfire and other I canot remember! After they got changed still no power coming out and it sounds like crap! He recommended to just get a new engine! I've been feeling horsepower loss for a while. Car just doesent move at all right now.I'm in need of a replacement and I'm having trouble finding a motor for a good price. Does anyone know if I can cross the gs350 or gs450h..... Motor over to make a match. I'd assume I'd get a lighter price on a gs motor vs the is due to the fact that the gs350 was the entry model trim for a good 5 years. Any input would be greatly appreciated

I'm sorry but you sir don't have a mechanic. You have what we use to call when I was a mechanic "A parts swaper". Sounds like he was basically taking a wild guess and changing out parts in hopes getting lucky. I would personaly take the care to a better mechanic ( one with a techstream tool" that can properly diagnose the issue instead of telling you "You need a new engine" with out giving you a reason why.

Theres plenty of just reason to simply swap a motor in and call it a day. OP has a point in the simplicity of swapping an identical known working motor in. However, I would get a proper diagnosis like others have said. Based on that make your decision. 
Side note: You can have my stock IS350 engine and tranny for $2000. It runs amazing; always taken care of, guaranteed.

Bring it to a good dealer. Check the codes. I had same problem and it was loose ecu ground wire. Car was giving me bunch of codes for bad fuel pump, misfire in all cylinders, malfunction of fuel injector circuit etc. in the end it was the freaking wire. thats all.
