There seems to be a lot of small rocks and sand inside that compartment. Is this normal? I drove through an area on the highway that was newly paved. I immediately heard a lot of small rocks hitting underneath the car. If I bump that area a little, a lot of sand and small rocks fall out of the holes.

I have the same problem, so you're not the only one.
I haven't done anything about it, I should empty it sometime...
