I have a 2011 Lexus IS250 with base halogen headlights and i really do like the xenon headlights with LED strip in some of the other 2011 cars. Is it possible to change my halogen headlights to xenon with LED. if so, please tell me what I need to do and what parts I need.

Yes you can. There's a huge thread about installing the new led headlights. It's also listed in the FAQ thread, along with a ton of other useful info

Yes you can. The xenon replacement is easy, but doing LED strips...not so much. If you want the strips to look OEM you might as well buy the OEM headlights. DIY strips are quite the project.
