Unhappy Help ! Outer Lining in front front tire ~PICTURES~

So I was driving on the freeway then I hear a scraping noise. It sounded just like the wind just going through the window so I thought. But it ended up being the plastic outer lining right in front the left front wheel. I was to late to notice it was that and the lining is burned and it hangs down so when I drive the car it just scrapes it.

Was wondering how much does that cost to replace ?
Would Lexus dealership repair it ?

I mean I dont even know how the thing started to hang. The only thing I could think of is that the little plastic part that sticks from the bottom got hit in and then the lining poped out, but I never hit anything.

Can it be that the lining for my car was not made good and its lexus fault ?

Its a new 2011 IS250 too, only couple months old.
You can see a scrap on the bottom of the bumper but that happened long ago, I didnt just do that when this happened.

Mine has the same thing, i replaced it once (part cost new around $100) then i was running tripple digits down the highway it did it again so i just said F-it and left it that way for now.

Just cutted it off. Should I worry about water going through there ?
Is the part easy to install ? About how much if I was to let a shop do it ?

it's easy to install. Body shop will charge you about 30-40 for installation.

Maybe you parked over a curb or parking stop and it pulled it to be loose? Your bumper looks scraped so that's probably the case.

oo, ok. I guess thats not too bad. Ya my bumper is scraped cause I hit a pothole about 2 months ago. I was thinking that too that it could of been that I hitted a curb and the thing poped out but I know for sure that I didnt park next to curbs that day. It was a little more loose than the right one though. I just didnt know that could happen. I had to drive so far with that thing hanging down till I got home. I was on the freeway when I started to hear the noise and asked my friend if he hears it. He said ya but its probably the window ( window was closed ) so I didnt really believe and I that would be weird if Lexus made air able to come through the window when its closed.
