Go to Lexus.com (as per above instructions) to obtain the Lexus Service History. You'll want to probably post it here so people can review and see what's been done. What you'll be looking for is 1) any open recalls, 2) evidence of anything abnormal, and 3) whether or not the car's had the above "Common 2IS Issues" fixed or addressed. If it hasn't had a common issue repaired (the cam gear TSIB for example), then that's a risk to you, because if it occurs and you have to fix it it's out of pocket.
I would also recommend checking BOTH Carfax and Autocheck, as several recent buyers on CL have found one to be clean and the other to correctly show an accident.
The price sounds OK, not great, but not as high as other similar posts recently. Your best bet on determining if it's a good deal is to look around at comparable cars in your area. Go to Autotrader and Cars.com and look for 2009 IS250s with around 27k miles and your options and see what the prices are. Feel free to print these and bring them in to show him if they show that his price is too high. If they're all around his price, it might be a sign that the market is just pricing those cars at that price.
Lastly, that's not an option list. That's a bullet list of generic items Autotrader makes you select from. For example, it lists "Premium Sound." This does not tell you if it has Mark Levinson sound, which is the true upgraded sound option for the 2IS. Also it says "Ultimate/Luxury Package", which is a generic term, but you can't be sure it actually has the true Luxury Package Lexus offers. A list of the options available can be found on the above thread. If I were you I would post the listing on here so people can see the pictures and tell you what options it truly has.

The car claims to have the premium package, luxury package, and sport suspension.
Which is impossible.
Even better, you can't get the sport suspension at all on an 09 250 apart from the X package- which would mean it does not have multiple other features this ad lists (memory seats, power tilt/telescope, etc)
It also claims to have a sunroof AND a moonroof.
Several other features are double-listed too.
It looks like someone just combined the feature list of every IS they'd ever seen or something.
So, hard to say if it's a good deal, since we've no idea what the car actually has on it.

Thank you Calvin2376 =) Very very helpful info. I am overwhelmed with new knowledge and now feel more confident buying cars now.
And thank you everyone for your input. Here are the photos of the car as well as the service history I obtained from Lexus driver website. Hopefullt that will give you a better idea about this car. I haven't got a chance to stop by and check out the car. Will go now after posting this =)
