woah 16 and an IS...
Wish i had parents that paid for my car/payment/gas..
GL with the car, don't wreck it cause it'll be a pretty penny, I know when most ppl turn 16 they don't really know much of the value of anything... let alone a lexus LOL... hope you have good insurance.
Also I wouldn't worry to much bout modding at the moment considering your still looking for a job. I'd worry bout gas prices going up and insurance (if you pay for any of this anyways) Otherwise some cheap mods to start out with would probably be some nice springs (coilovers may be a bit steep ... I assume?) and perhaps some HID's if you don't have them already, ofcourse HID in the FOGS is a nice cheap mod. Their are also cheap roof spoilers around here on Ebay and some other various spoiler OEM sites, but I personally took mine off cause it looks kinda weird w/o a drop...
Look into some nice wheels in the mean time.

Who cares what age he is? Congrats on the car, it's a great choice!
As far as where you should start, it depends on how you want to "hook it up". Are you more interested in performance, looks, interior...?
I recently bought a 2007 IS350. I wasn't looking to do anything big or expensive to the car, just some small things. I think the first must-do mod, before anything else, is the F-Sport rear sway bar. Search for the "Official F-Sport Sway Bar Thread" in the Suspension and Brakes sub-forum. It's $150 to buy the bar and you can install it yourself. Makes an immediate and amazing improvement in handling with no downsides.
The only other things I've done to my car are swapped out the low-beams for 5000K (over the stock 4100-4300K), changed the parking lights to 5000K LEDs, installed 3000K HID fogs, and swapped out the front grille for an F-Sport replica (since authentic ones aren't made for the '06-'08 2IS). These were just small aesthetic things that bugged me about my car that I wanted to change, did all of them in an afternoon and am very pleased. Low beams were $70, parking lights were $15, grille was $120.
By the way, if you're looking to do exhaust and/or some other things to your 250, set your DVR to tape SpeedTV tomorrow (Wed 5/4) at 3 PM ET, Two Guys Garage is featuring an IS250 and I understand they'll be doing exhaust as well as some other things.

But who says you can't have fun in an IS250. I have fun driving my baby all the time
I did fog overlays and clear bras first because they were generally cheap. Then went for exhaust and intake. I'm holding off for a nice kit... it seems like 2010 doesn't have that many options.
Congrats on your ride. You're lucky to have a nice car at 16. I didn't get my car until 18 which was a 89 Ford Taurus. It was a crappy car with ALOT of breakdowns. Then I moved to Corolla which was reliable but SLOW.
