Libya, which produces about 2% of the worlds oil, and nearly 0 of it goes to the US... and whose entire production could be replaced in the short term from other OPEC countries (and would be)... yeah.
Seriously, the only thing driving up prices right now are panicky idiots who don't bother to understand any of the economics involved.

In conclusion, if you don't particularly care about horsepower and love having a manual transmission, get an IS250 6MT.

I drove both and the decision came down to I have a family of 4 and sometimes 5 and the power of the 250 didn't cut it with everyone in the car.
The IS250 manual is fun to drive 90% of the time until you really had to gain some speed.
The 350 is not as fun while cruising or during normal driving, but when I wanted to mess around or accelerate for whatever reason, I get this tingle in my ***** that the 250 can never do.
it is a hard decision and there is a tradeoff. You just have to decide what you are willing to give up.
Lucky for me, I still have my 300 horsepower MR2 turbo with a manual tranny to satisfy my withdrawals of driving a stick.

the only car that made my ***** tingle so far was my cousins 09' ISF. Boy was that thing crazy..
As for the driving, I've driven a 250 AWD as my cousin had that before purchasing the F and let me drive it for a day before he traded it. I have to say i was terribly upset with the performance, i was basically punching the pedal every light to get it moving as fast as i wanted it to. Then i started to look at new 350's and saw a couple manual 250's and wondered if they felt any better with the manual trans and without AWD.
As for the 350, ive heard so many ppl saying that it is more than enough for them and that they are completely satisfied which is a good thing because i wont have to be worrying about punching the gas pedal the whole time.
its a pretty hard decision if u ask me... 0-60 in mid 5's or 0-60 in the 8's lol

my ballls tingle when i drive my supra lol
i would pick the 350 though, manual is always more fun but the 250 is so much slower and the IS is a nice smooth lexus, so being an automatic kinda fits it.

as for the auto on a Lexus it is normal and fits it well but still seeing a manual IS is still sometimes pretty cool because it is different

i narrowed down exact cars at two different dealers - a 350 / 250 AT / 250 MT. ultimately, i decided on a 250 AT b/c my driving is 95% city.
this was my rationale:
75% city = IS250 AT, a commuter car
50% city = IS350, at least youll have some highway to enjoy the speed, but will have the ease of automatic for city driving
25% city = IS250 MT. fun all the time with stick. youll wont be in too many situations where you wont like to be rowing gears.
