OK, UPDATE:
I looked on the web and found this phone number: 1-866-635-2349, I spoke with another customer service rep this time an eastern European sounding gentleman. He told me I could get an individual plan just for traffic servie and I did a 2 year plan for $83.79. He said that it is "very rare that someone doesn't want the entire plan, but they are available." I find that hard to believe as the sound quality of the service is horrible. and I only use maybe 3 channels. Anyhow, if you guys hit a wall with them try the phone number above.
