when i purchased my car, i asked the fleet manager why this was.. he said it was meant for the infrastructure of the car.. basically if your car gets flipped or hit and twists or whatever.. the car itself can withstand more damage and its more of a safety design

And with design and time comes greater design. In the 2010 ISC they put additional rigidity in the car and the back seats fold down.
^^ of course they had too... its a convertable. You loose alot of rigidness (if thats a word) just by making the car a convertable. Don't forget about the hefty weight increase that comes with it.
even with the rear trunk being small as it is, im glad they dont fold. it forces me not to put too much stuff in the rear, which just makes it heavier anyway.
my snowboard fits in the back seats. my golf bag fits in the trunk. grocery bags fit. what do i need the fold down for? if i ever need to haul something, i can borrow my dad's SUV.
