Question about extra wiring harness on Fog housing

Installed my HID fogs, and while I had the bumper off, noticed an extra harness that was just clipped onto the fog housings but wasn't really connected to anything. Anyone know what this is for??
Is it for the JDM HID fogs?

not sure what it is, but definitely not for jdm fogs.
