Default Advice on 16" steel rims (steelies) for winter

I noticed that some people bought 17 inch steel rims for winter, and I know what the recommendations are:

17" RWD:
Front: 225/45/17, 17x8 +45mm
Rear: 245/45/17, 17x8, +45mm

17" AWD:
Front and Rear: 225/45/17, 17x8, +45mm

My question is, what are the recommendations for 16" steel rims on a RWD? and should it still be staggered?

I believe 16s won't clear brakes.
