Dealer says they HAVE TO install front license plate????

Dealer says they HAVE TO install front license plate????
I'm pissed.
Seemed like everything was going well. My car is at the port suppose to be here in a day or so. I called up my salesperson at Longo Lexus and I told her to NOT install the front license plate because I dont want two huge holes showing after I take it off when I get home.
She said that this is the law and they have to install it on all new vehicles.
Anyway to get by this?? I'm about to call her up tomorrow to have them use double sided tape or something.
I'm soooo close of not taking delivery cuz of this.
I know alot of dealers in socal dont put on a front plate.
Can anyone help me of what I should do??

Click here for the law. They don't have to per se, but it may be their policy to do it on PDI, so they may already done it when the car came off the transporter.

I'm going to call her tomorrow.
I dont get it THERE IS NOTHING TO INSTALL. I wont even get my plates in like a month!
I hate these dealers just trying to make things sooooo complicated.
I love the sleek look of the front of the IS. With the holes is gonna look ugly.

It's funny since my salesguy asked me if i wanted the front plate installed or not. Of course i said no, and told him just to put the license plate holder in the trunk. I didn't have one on my IS300 and don't plan on having one for this car. I did get stopped in my IS300 but never got a ticket. They would just tell me to put it on. It went in one ear and out the other. No plates for me.

They just want the free advertising of having front and rear paper plates........ I had this issue as well, i plugged my holes but i would have prefered a smoother look. I know mitsubishi has a waiver you can sign and other dealers dont do it if you ask........
its a hassle, but it is the law in CA to have one....... it sucks.
im moving to oregon or nevada so i can tint my windows and own a 50 cal. barrett and not have the government up my butt about every little petty thing....... CA sucks bad.

blame it on the previous ricers that use to infest cali back in the day. now they are really strict on everything in the west coast. tx is alot more lenient compared to the big c.

my IS was delivered without the front plate holes drilled. however, the dealer made me sign a waiver saying it's required by law and i'm responsible for putting it on after taking delivery.
