Ok what's the point of the relay flasher I don't have one of those. I assume it's to make the blinker flash normally instead of fast. Is this needed for intial install.

Originally your car had 2 turn signal bulbs in each headlight, the new headlights only have 1 in each. The difference in resistance causes the flasher to flash quickly (like you mentioned). The new flasher prevents this from happening, as it is meant for the car with the single front bulb.

If you don't want rapid flashing signals don't change it if you want them like stock then change it.
