Update: so I went in for an oil change and decided to talk to my service director. I had him come look at the car to give his opinion and told him its almost a road hazard when it starts reflecting on the windshield. At that point he agreed to told me to call Lexus again and he will also try to convince them. Got my fingers crossed and hopefully I can fix this melting dash issue.

I bought my IS350 used during winter time, and at the time I had noticed a slight shine on the dashboard but just assumed someone went to town with glossy cleaner. As soon as it got to summer time (I live in GA), the heat/humidity revealed the "melted" effect on the entire dashboard. So it seems the melted look increases during summers, and is less/barely noticeable during winters.
The first Lexus dealer I took it to basically told me to get lost, wouldn't even ask Lexus HQ. The second dealer I went to were actually pretty good guys and much less defensive....they volunteered to contact HQ without me even asking. HQ's decision was to provide the dashboard for free but I had to pay for labor. They quoted me 6-7 hours, so I didn't get as good a deal on the labor compared to some others on here, but it doesn't sound like they do as many replacements as FL dealers do... Btw, I have an 06 IS350 (used) that had about 55k miles on it when I brought it in.

Update: I just got a call from Lexus . They are willing to replace my dash as long as I pay labor. My cost will be $210. I'm in an awe that corporate agreed on this considering my cars at 117xxx miles.
Let's see how this goes.

Awesome! $210 just for labor works out nicely.

Mine is terrible, I actually need to take it to the dealer as well. Problem is the only Lexus dealer is 2 hours away. I called Lexus HQ and they told me I had to take it to the dealer. I'd be more than happy to pay $210 for labor.

Being out here in Guam, the sun just feels hotter than anywhere else I've been. I did notice that some of the dash came up under my finger nail when I touched it. I haven't used any chemicals on it and I started using a windshield visor after the discovery. Since my car is still under warranty, I will have Lexus Escondido or El Cajon take a look at it when I get to San Diego and see what they think. Hopefully, they can do something about it without charging me anything. My 2009 Lexus IS 350 only has a little more than 15,000 miles.
