Default Timing belt help p1656

I go to school and work so i decided i would take my car to get the timing belt on my is300 done :/ and now it runs very rough like its cammed. It smooths out once you rev is up to 1500 rpm.. it has the check engine light on and traction control light flashing. did compression test and there is only 90 psi in cylinder 4 and it leaks air out of the intake if you apply air to that cylinder. did he mess up my car? please help me have codes p030 p0301 p0302 p0306 p1656

is there a p1663 code? sounds like a bad vvti ocv. Does it sound like this?

No p1663. That's what I was thinking but I changed it about a year ago. I went ahead and ordered another one. I'm wondering if timing is off

When I press gas it will barely move til it struggles to get to 1500 then it smooths out then the check engine light starts to flash

I'm going to change the ocv and see if that fixes the problem
