Default Need new rims

Guys

I'm having a slow leak on two of my front tires of the IS250 1st gen. Costco tells me the inside and outside of my wheels is peeling away and I can either replace with new rims or go to a painshop to get them redone. Which option is usually better? Also, is it okay to go with aftermarket wheels like these ones on eBay?
http://www.ebay.com/itm/New-Set-of-4-17-Alloy-Wheels-for-2006-2010-Lexus-IS250-IS350-2000-2005-IS300-/360951145146?pt=Motors_Car_Truck_Wheels&hash=item540a5d62ba&vxp=mtr
Also if I go to get them redone, can I simply get them cleaned to avoid the leak or should I powdercoat them? Cleaning only costs 45 in my area and powdercoating costs 125 but I don't really care about the looks of my wheels, just functionality

Thanks

On aluminum wheels you can just take a wire wheel to the inside lip to make it a uniform surface.

I wouldn't paint them because the paint can just chip or flake off again - especially if you ever get new tires.
