Default New Here, and new to the IS300

Hello there guys and gals. I'm new to the IS300 game, i've built multiple 500+hp hondas, and I recently bought an IS300 for a STEAL because the owner couldn't put his motor back together or didn't have the funds or whatever, I was up for the challenge!! I recently have been putting it back together with the parts he gave me, but there is one random little guy that I can't figure out where it goes.



What is this little guy, and where does it go?

Thanks all! I think the guy who owned it before me just didn't time the motor properly. The plan is to pull the crank pulley off, reset the timing, and try to start her. I just saw that random part in the box of stuff he gave me, hopefully it won't prevent me to start it up!!
