IS 200 Dash Fan Problem

IS 200 Dash Fan Problem
Hey Guys, New here and my bought my first car which is a 2003 Lexus IS 200 and ive been troubleshooting a few problems but im stuck on what most would probably call a easy fix haha.
Anyway I replaced back breaks and just testing to make sure everything works great and I realised that the dash fans and air con do not work. I checked the fuses and they seem to be working fine while I also see lights coming from the dash buttons but no air.
Could it be a faulty wire or no compression. I'm not worried about aircon at the moment just my fans working.
Something obvious I noticed is that one of the rotary belts behind the thermo fans which cool down the motor on the far right side. Could this be the issue to why my fans dont work?
Also sorry for the newb question, It's my first car as a teen which im hoping to make a project as well as a lovely drivable car
