Default Guys need help Ticking noise!!!! help!!

I bought a is300 2002 and it had a bad engine. I got a other engine and took it to the shop and the motor I bought needed a head job. They replaced all the valves and shaved the head. Well they installed the engine for me replaced the timing belt as well. I got it back and it is ticking all the time. Its sounds like a valve. I returned it to the shop and they said they where going to have to shim the valves because the ones they got where to short. Well they ordered the shims from the dealer and got it back to me but the noise is still there. Oh also they replaced all the piston rings to. Its top in noise. The mechanic told me it is injector noise? But sounds to loud and the sound follows the RPM OF THE ENGINE ( GETS LOUDER AS YOU PUSH THE GAS) I checked the oil and its good. Premium gas only! That's all I use. I heard a noise last night listening to it besides the tapping it sounded like a howling noise from the cams but it comes and goes and is very hard to listen for. But the ticking is driving me nuts. When you first start the car it makes no ticking noise after a minute or so its constant. And as the car is driven more it becomes more noticeable. Any ideas?
