when you turn them on and off from the switch on the turn signal lever, do you hear a very quiet click/tick sound? (only once- may have to do it a few times to hear what im talking about). It will come from the pass side kick panel since thats where the relay is located.
Thats is the sound of the relay attempting to power them. If you dont, you might have a bad switch..?

Did you install HID fogs? If you did, you probably need to cross the polarity of the wires between the ballast and the bulbs. Also, since you pulled the bumper, did you plug the fog light plugs back in?
If you checked with a multimeter, and you aren't getting power at the bulb, it sounds like a fuse/wiring issue. I would replace the fuse just to be certain, after checking the wiring. I've looked at fuses in the past that were barely bad, and still looked good. Make sure you actually test it. It might also be the relay. When you turn on your fogs with the low beams on (high beam off), do you hear a click? IIRC, the relay is located behind the passenger side fuse block in the kick panel.

no hids, just stock fogs, i am pull the bumper out and see whats up
also it makes no noise at all, nothing at all, no clics, how would i know if relay is bad
