Default Looking at the butterfly in the throttle body

My '01 IS300 sucks under acceleration. Cleaned MAP, Throttle body, changed plugs. Took my finger and twisted the accelerator cable to simulate a wipe open throttle. The butterfly valve only went about half way. This would explain the poor acceleration under full throttle. Now, how do I fix this?

I checked my throttle body today, the butterfly is half way. I didnt take the whole throttle body out to clean, but I did clean the side with the air intake. After I cleaned it, the idle is better and my code P0505 went away by itself.

that is the way its supposed to be. the flap will open partially when the car is started
