Can someone explain to me what does offset mean?

It's the distance from the wheel's center line (which is represented as 'CL' in the picture) to the contact surface where the rim meets the hub/wheel/whatever you want to call it. Greater positive offset moves the tire inward, and vice-versa for negative offset (which is rare iirc).

wheel offsets? simple. The higher the + the more the wheel sits in towards the struts. The lower the number or more negative the more the wheel sits out to the fender wall.
