HELP! Undercarriage Wire Hanging?

HELP! Undercarriage Wire Hanging?
The other day travelling on highway 60 heading west at the speed of 80 mph, i could not avoid running over the rubber leftovers from the tires of 18 wheelers. so i did the best i could just drive over the rubber without them hitting my tires to decrease the chance of an accident.
anyways, afterwards, i inspected my undercarriage to make sure nothing is leaking or what have you. well, i noticed this wire (still attached on both ends to the car) hanging. this wire can be seen from the passenger side. it appears to be right below the passenger seat, slightly towards the middle. both ends are attached to the car. it streches about 3 feet.
the wires has a plastic tubing around it to protect it. well, is this normal? it does not seem very safe that this thing is just hanging like that. it seems that it could easily be snagged by something and break off.
what should i do? what is this wire?
i know this may be confusing. when i get a chance. i will take a picture.

Hmm you should take it to a mechanic asap. Luxury Motorworks in Monrovia can look it up for you.
