Default fuel return/ fuel pump

i installed a FPR a while back and ever since then my car has been running very lean. i followed all the instructions out there and my tuner tells me its more likely a problem rather then it needing a new tune.

i adjusted the fuel pressure to 45psi with the vacuum not hooked up

there is 3 unknowns for me. if the stock fpr wasnt capped properly would that cause my problem?

could it just be a cheap walbro 255 that is going bad?

could the dampener cause this? i know the screw in it was coming out and i screwed it back in dont know if it had to be adjusted properly or what

any ideas?
