Steering shimmy when warm only
I have a slight shimmy at around 68-70 and that disappears when its cold out, (20°today) . Was thinking the power steering fluid thickens? Anyone else?

Does it change based on the outside temperature, or the engine temp? And what happens after you've drive it for a while?

It cannot be ruled out that it has to do with the viscosity of the power steering fluid, but do you have this shimmy on all road surfaces? The fact that you mention a specific speed, points to wheel balance.

For power steering fluid, I would use the Toyota brand.

Make sure you use the dexron type automatic transmission fluid, and not actual "Power steering fluid"... Toyotas have never used that stuff.
So it shimmys when is IS cold, or shimmys when it is warm out?
My guess is it's something tire related, if it responds to temperature changes.
