Hey there.
I bought a 2006 blizzard pearl gx and want to get the rear bumper repainted. It looks like the black step part is just part of the bumper but painted black. Is that like others? When I look at the lexus part diagram it show the step piece separate which mine is not. Wondering if I have a aftermarket bumper on maybe??

The black step pad is made of a rubber material and is a separate part. Yours is either there and you do not recognize it or if it was removed I cant imagine that that area was painted since it would look very off to the eye. The step pad is used so you don't scuff that area of the bumper when stepping on it to reach the roof area for cleaning or else luggage loaded on top

Thanks for the reply. I'm trying to post a picture. Cannot find a seam anywhere, just a paint line that is uneven. Looks like one piece??

That is the correct rubber step pad [ or hard plastic ] I have same in my truck it does I believe pop up once you remove a black trim piece over the inside edge

It may be that the bumper has been repainted once before, and they didn't do a great job on the masking.
