Wow, This must be the first case on GX, We had this issues on the LS400, The cluster needle and the lighting was the same problem,
Go to this Lexus forum for tons of information on the problems and the solutions.
https://www.clublexus.com/forums/ls-1st-and-2nd-gen-1990-2000/40025-instrument-cluster-circuit-board-is-bad-1000-bucks.html

There are 16 pages of info. If you are comfortable with circuit board repair, you can do it yourself. Otherwise, there are tips on who can do the repair and how much it costs.

Most of the LS400 members used to a contact Jim Walker from Fresno , who was the first person I would remember fixing lexus instrument clusters and guess what fixed this problem for 200/- bucks. And I and other members share the same . I had done mine and is working perfectly since the last 12 years. His contact is

Ok, finally I figured out what was the problem. I changed the cluster ($200 used) and everything works great. Still want to know what happened with previous cluster and how to fix it.

P.S. clusters are different , don't mess with the year!
