A TSB doesn't always mean they'll pay for it. You might get a discount, but what it means is that it's a service bulletin to the techs about a known/common problem. Paying for it under warranty is a separate issue.

I just replaced brand new OEM rotor and Pads and it warp at the first attempted. I hate Lexus brake.

Sorry for reviving such a dead thread but I've gotta say Scott's method really helped with steering wheel vibration under braking. I just drove around the neighborhood at 3am going upto 50mph and slamming on the brakes at stop signs. So it doesn't appear that the brakes were warped since I just had new pads put on along with rotors resurfaced about 5k miles ago.
