If the climate control system is on fresh air mode (as opposed to recirculation), outside air will come in through the vents as you drive. It is this way on every car, so it's normal. If you put it in recirculation mode, you'll get no air.

And even with the A/C off, the temp settings still work. The climate control will adjust the tempurature the best it can without using the compressor, even though it isn't in 'auto' mode. Try turning down the temp.
At the risk of stating the obvious, if the outside temperature is warmer than the temp you set for your climate control, it is going to feel like warm air until you engage the compressor. But, if it is cool outside, try kicking your climate control settings down about 10 degrees and see if that helps.
