I agree with Koz, I mean these do look like missing bolt holes, they are not symmetric between left and right wheels, and I don't see how you drain water from there either. All what gets "drained" is road salt and dirt from the outside and right into the engine bay.

isnt the engine bay on top? i am sure lexus has the holes there for a good reason. were they trying to save metal?
