No drilling.
Hate to see license plate in the front but I live in CA.
UPDATED WITH MORE DETAILS!! 9/4/2013
Bell Automotive 22-1-46230-8 Adjustable Mounting Bracket for License Plate Frame (cheapest I can find is )
Need to buy new screws and washers from home depot since those came with the kit are not long enough for the grill.
THREE 1/4"-20 x 1 1/2" screws
THREE 1/4" fender washers
ONE 1/4"-20 Nut (two came with the kit)
ONE 1/4"-20 lock washer (two came with the kit)
ONE plastic dip to protect the bracket from rust. The kit is 100% steel!!
Take out the plastic cover and reach all the way down to the bottom grill. Fender washer goes in first, then lock washer, then nut. A helper will be helpful.
Make appropriate adjustment with the bracket and tighten those 4 screws on the side before plastic dip. (forgot to take a pic w/o the black coat)
After the adjustment, take the bracket out and time for plastic dip. I used hair dryer to speed up the process so I could put a few more coats on it.
Back on the grill!
Side view. You can fill up the gap with any padding. I bought the frame off ebay.
front view.
Total price + the $25 fix ticket is around $60.

Nice and very clean looking. I wish someone would have used that on my car. I live In NC with no front plate requirement. Bought the car in a state which requires one. When I took the plate holder off, someone had basically tightened the screws so tightly that the bumper has pulled, leaving some horrible holes and two raised spots on the bumper. The car is in the body shop now getting repaired.

I'm all for simplicity, 2 screw...done.
Your idea is not bad but too complicated and add many screws while benefit little. Will you ever fold it down to hide the plate? And why bother hiding when you have to lift it back up?
Now if you put a motor to it that can electronically extend and retract, and wire the command line to let the GPS control it, than you can program the GPS to extend the license plate in the area you define. Now this will be perfect. LOL
This is like the folding side mirror, fun for the first few weeks and after that I just leave the mirror out and never touch the button again. LOL
