Let me try to clearify it, if I may:
Basically in the owner's manual it stated that as long as we are not in those 12 countries that required DRL, we do have the right to have it turn-off per our request.
For ones that having problem with their dealership refusing to turn-off the DRL, just show them the statement in the owner's manual!!!
But the only way to have DRL turn off is by connecting our toy's brain to the dealership's computer!!!

Every lexus dealer has caoability to do it. Don't let them tell you otherwise. My local dealer Tri-County Lexus did it for free, 3 mins. They also show you many other personal settings that you can change (lighting, door locks, auto headlight sensitivity etc)
