No, it's true. I have the RX330 and the GS450h. The RX seat heaters are much warmer than the 450h. I don't know why.
Furthermore, I find the rain sensing wipers work much better on the RX. On the GS, they sometimes don't wipe at all, and sometimes they wipe much too fast. The rain sensor on the RX works almost perfectly.

yeah the seat heaters on the GS suck, the heaters on the IS suck too, i think it is because of the preforated leater. My mom has a g35 coupe with the preforated leather and they dont really get warm. I had a Jaguar X-type and S-Type with out preforated leather and they got so hot they would actually burn which is good for when its really cold out.

I dont' know how it is in the 3rd gen, but my 2nd gen GS has one of the crappiest heat seaters out there. I dont like the fact that it's just an on and off switch. It doesn't warm up my butt like I need it to. In fact, I can probably fart and make the seat warmer with my warm gas.
In my old Acura legend, I think there was 5 or so settings for the seat warmer. My GS feels like my old car's 2nd lowest setting to be honest.
I dont feel bad for those 2nd gens out there without seat warmer because us guys that do have it aren't that much better off.

The heaters in my GS 450h are fantastic! They take about a minute to get really hot. Way faster than on my previous car - 2004 Acura TL. And also absolutely no comparison to my wifes 2006 Honda Odyssey.

My seat heaters work fine I rarely use them but the wife loves them don't get anywhere near as hot as my audi. As someone said earlier the rain sensing wipers do not work very well.

I have an 06' and mine work great.
I would expect the dealership to not be much help in this situation. The heater would have to be completely broke for them to replace it-most likely. I believe it normally would cost about $800 if it isn't under warranty. You're going to have a hard time getting them to replace it because you think it doesn't get hot enough. It's worth a try, though.
