Default Newbie with a question

While cleaning my MAF sensor and throttle body. I noticed when taking the air box off ( I know that's not what it's called, but). I noticed this






Previous owner work







I do have a P0446 code, which I know is for the evap. The question is would this affect the evap also. Or what problems will it cause if not replaced is the better question?

P0446 Usually ends up being a charcoal canister problem. As for the "fix" you have there, shouldnt cause any problems, its before the maf sensor.
