He's right it could simply be the butterfly valve seizing

The Noid light will detect if the injectors are pulsing or not.

Ic what your getting at but injection problems aren't intermittent....There either pulsing or not....so wouldn't explain fluctuations in starting with a rough idle then running smoothly and carrying an idle...The symptoms just don't match up with that

Thank you, I just got a second throttle body , nothing. got a new tps and accelerator pedal sensor..

nada... I cleaned all connectors and checked for leaks...nada

I did get P0171 to come back..... I dont know why its back.... Fuel pump, pressure regulator and dampener are new... I am not getting enough fuel or have a air leak...or its electrical....

I took a photo of some capped nipple on the throttle not sure if that is stock....

only thing left now is maybe ECU..... can I rule out fuel pump, pressure regulator or throttle...

I also don't know what that actuator thing in the second picture is...

dont know why I am running lean.... anyone know any good mechanics in Chicago?

There's a vac hose running from Lil black box next to your throttle cable....should run towards the drivers side and then straight down and connect to a much stiffer lone connected to the exhaust somewhere I believe....mine disconnected the other day and I noticed some irratic idle but I caught it quickly so idk if it could have caused the problems ur having if I'd not found it worth a shot though to check

confused, I don't see anything by the throttle cable ,or disconnected, cracked or loose, just that one capped tube that i circled... not sure if its capped stock or it normally has something running to it.

thank you, I will try to get a short video up or at least better pics...

thanks for your help

i know that in 99 they used two different types of fuel pressure regulators, around mid year they had a revision I think, trying to think if I have bad fuel delivery or a mysterious air leak...injector o ring maybe?

if that fuel pressure or air leak is it possible my electronics are bad... like a leaking transistor in ECU....
if I move the TPS i can get it start right away but I do get CEL for lean bank 1 (P0170)
biggest problem is that car dies and sometimes shakes at 1000+ RPM,

can a bad oxygen sensor or idle control motor do that? just so I can start ruling things out....

This is bothering me now lol....The reason I think it's a air leak is you iacv tells the ecu what to do and I'm pretty sure you replaced yours....but that's what seems to be the problem maybe a bad maf....but any air leak would drive ur iacv crazy and idle all over the place or in your case not run at all

I don't know if it helps. But I have a gs400. V8. I have a p0171 bank 1 system too lean. I almost run out of options to replace . O2 sensors .maf. Gaskets. Iavc. Tps. Flush fuel system . Blah . Blah. Blah.
In my case what is throwing that code it's my cold air intake. Maf it's detecting more air on the intake manifold. That's my problem. did u have an aftermarket cold air intake? ?? Dirty maf?

thank you

i can try getting a new idle control motor because the TPS and the MAF are straight from Toyota and I also have aftermarket backups that work the same once on the car.

I can try replacing the fuel pressure regulator and pump but that wouldn't make sense, right? what about a small fuel leak causing me to drop in pressure? if not can I rule out the whole fuel and ignition systems? that leaves electronics and air leaks... what about a relay?
( I did change most fuses...) throttle body is spotless and I also have a spare...

anyone know idle control motor toyota part # also ECU part # for 99...
