I did hold out for a 430 or Saddle 300. I actually found a:
04 Silver/Grey GS430 but the navi was out ($2500 fix) only $8500 @ 140K
2 Black/Saddle GS300 79K $9500 & 99K $10,300
Crystal Wht / Saddle GS300 98K $12,500
The Wht/Saddle GS interior had seen better days. (the seat had a botched repair on the lower dr. cushion) and the front and rear bumpers were resprayed and did not match.)
The 79K Blk/Saddle sold or was pulled off autotrader before I could get it. I got the 2nd SD as it was the cleanest out of all I saw. I really liked the 430 though.

Yeah I know. At the time book value for an excellent condition base 1999 GS300 w/ 150K was $7800-8000. They did use NADA (that's who State Farm uses) and gave me tax, tag, and title fee.

sewell doesn't list them. either way, OP, I would make sure the body shop orders the correct headlights before they install them. assuming they get them for $1000 each (300 off each, which is doubtful), your estimate for repairs seems low.

another thing you may want to do is see what items are being replaced with aftermarket parts and see if the shop will let you pay the difference for lexus parts. radiator doesn't matter, but id try to get a lexus hood and grill, at least.

When I got into my lil accident, before that someone had hit my bumper with a tow thingy. Like backed up into it. The insurance was going to replace the bumper... but when I asked if it was OEM Lexus they were using, they said no. You need to request that special package when opening up your policy. That if in case you get hit, it'll be covered and replaced with OEM parts but it's a little more. If not, they assume abd just use aftermarket parts since you didn't manually request it. Look into that bro. Also might I add, my insurance at that time was Nationwide, greatest thieves in America lol. If that matters. I got State Farm now and it's a whole lot better. Thank God there hasn't been any more accidents.

I'm sorry for the late reply everyone.
As an update, today I decided to make a visit to the body shop to see exactly which parts they ordered. They have two aftermarket parts, one of them is the bumper trim which is a thin line on the bumper so I don't mind that, the other is the hood. I asked them how much the hood would be and the parts guy threw a random number totaling more than a thousand. I asked why would I choose aftermarket over the manufacture's hood and they said because it comes with a lifetime warranty for the construction and paint and I can bring it to the shop if anything goes wrong. While this sounds good, I am worried about the possible heat (though I haven't researched this) dissipation differences between the two hoods. I am having my adjuster check this. I also asked to see the headlights (the real reason I came). The supervisor brought the parts guy and he went to the back to get the two Toyota boxes and opened them up, there sat a regular GS300 headlight, not a sport design one. I told him that was the wrong light and he said when he searched the VIN that it was the right part. I asked him to look at the headlight that was taken off the car and he saw the difference and that's when they noticed they were HID. I previously told them this and they said they would get the correct parts. He then went to inspect the cables which connected to the headlight, saying it was an aftermarket HID conversion. The fog lights were HID converted, the headlights were factory headlights. I told him Sport Design for that year came with HID headlights, he said someone could have possibly put the decal (wrong reference which he used) on the car, I told him the car comes with an auto-leveling feature that only HIDs have and to do this aftermarket is not possible due to the position sensors in the wheels which assist the auto-leveling system. After explaining this to him he says, "You're talking to the wrong guy, I'm not mechanical." That pretty much contradicts the entire purpose of him working in the parts department of the dealerships body shop. I called my adjuster telling him I do not feel comfortable with them fixing my car if they can't even order the correct part and the guy said he isn't mechanical. He told me he would have to ask his supervisor Monday and I asked him to do so. Tomorrow I will be going to the body shop to get a way to release the car and parts to the shop I would like to do the repairs.
