Default One headlight not working. Help!

All,

The car is 1999 GS400, which came with factory HID headlight. A few months ago, I got some cheap 6000K HID bulbs from Ebay to replaced the burned OEM. Today, one of the headlights stopped working. I swapped the bulbs from left to right and confirmed that both bulbs are functioning. I check the fuses (43 and 44 or something like that). Fuses look good.

I'm confused. Not sure what to do next? Any input is greatly appreciated.

Thanks
