I thought I found the perfect GS 400 but...
It was exactly what I was looking for and in my price range. 1998 Black on Black with a navigation for $6,200. *pictures below* Well, I had a pre-purchase inspection done on it and it didn't check out. It was in need of all for suspensions, the emissions was recoded and the mechanic said it had a lot of rust on the bottom. Now I'm back on the quest to find a black on black 400.

You'll find a lot of cars needing suspension work. It could need a new suspension if it lived it's life in NY city at 60k but in Iowa it could go 150 without any need for suspension parts.
Rust is guaranteed to be found if it's in the New England area.
Depending on these questions it may be priced right and in the right condition for the miles and location. You may need to go 1000 miles to find a rust free one and the price usually reflects the issues and mileage found on the car.

How much does it usually cost to replace all for suspensions? The mechanic told me $900 a piece then another person told me $1,500 for all four.

Also the mechanic said the suspensions can only be found at the lexus dealership. So I guess that untrue. I had the car inspected at a repair shop that specialized in Japanese cars.

The light wasn't on. The mechanic said they did something to the battery. I believe he said they must have unhooked the battery. The mechanic wasn't able to get a code on the car to see if it would pass emissions.

lol 900 a piece for shocks....
a set of coilovers brand new from vendors are only 1000. if you wanted Megans they are like ~750.
the mechanic is ripping u off BIG TIME buddy. whoever he is, you need to not trust him and find a new one.
I did my coilover installation myself, but if you were to have someone to do it here in socal its 1000 + 150 for installation.
