Replaced Starter Now Car Won't start
I have a 2000 gs400. we replaced the starter and now all it does is turns over but it will not crank

Look at all your grounds. It's gotta be something in the wiring.

Don't you mean that it cranks but won't turn over? Check all your wiring, tubing, cables and bolts. Is the fuel line leaking at all?
