Default Should Power Steering Take a While to Warm Up?

So I started my car today and for the first 5 minutes it was very hard to turn the wheel. I was wondering if this is normal. It was only 20 degrees out today so it was quite cool.

If moisture has worked its way into the fluid it could cause that issue. Try replacing the fluid and see if that fixes things.
